Thomas Moeser was born in Neuburg an der Donau. During his school years, he began naturalistic drawing and his first oil paintings.
He studied art education at the Ludwig Maximilian University in Munich (LMU). During this time, he trained with the sculptor Rudolf Rotter and the painter Peter Zeiler.
He was appointed as a lecturer at the LMU and later led art seminars in Italy and France.
During this time, he held his first successful exhibitions, and galleries in Germany became aware of his work. He decided to concentrate entirely on art. Exhibitions in Austria, France, Spain and others followed.
As artist, initially focusing on etchings, Thomas Moeser established himself on the art market. In the early 2000s, exhibitions took place in the USA (New York) and Australia (Melbourne).
His works are in public and private collections.
He lives and works in Munich and in Torre San Marco, Italy.
